New Quotas released for 2019

The decreto flussi 2019, was published on 09 April 2019 on the “Gazzetta Ufficiale” n° 84 and establishes that 30.850 is the maximum number of non-Eu workers that can enter Italy this year as:

  • Subordinate workers
  • Seasonal or non-seasonal workers
  • Autonomous workers

Who will be affected?

This decree applies to non-EU workers.

Background:

The entry into Italy of foreign workers is regulated by quotas. These are released annually by the decreto flussi which confirms the number of workers accordingly to the different categories. The work permits are normally issued according to the order in which the applications were received.
In addition, there are also work permits that can be applied for outside this quota system and that falls under the so called “art 27” category.

Impact:

– 12.850 is the total available quotas for the following types of workers:

  • Autonomous workers
  • Non seasonal workers,
  • Conversion of stay permits into subordinate or autonomous work

– 18.000 is the total available quota (to be shared between regions and autonomous provinces by the Ministry of Law) for subordinate seasonal workers, residing abroad or belonging to agricultural and touristic sector. They must also belong to the following  countries:

  • Albania
  • Algeria
  • Bosnia-Herzegovina,
  • Egypt
  • El Salvador
  • Ethiopia
  • Gambia
  • Ghana
  • India
  • Ivory Coast
  • Japan
  • Kosovo
  • Mali
  • Morocco
  • Mauritius
  • Moldova
  • Montenegro
  • Niger
  • Nigeria
  • Philippines
  • Republic of Korea
  • Republic of Macedonia
  • Senegal
  • Serbia
  • Sri Lanka
  • Sudan
  • Tunisia
  • Ukraine

Implementation:

Immediately effective.

Next Steps (or) Actions Required:

Companies interested in workers with the above criteria, must submit the application as soon as possible given that permit applications will be looked at on an “arrival order” basis.
