The Inter-Agency Task Force (IATF) has released Resolution No. 154-B, which updates the list of green and red countries, and Resolution No. 154-C, which updates the entry requirements and the quarantine period for incoming passengers to the Philippines.

Background
The Philippine Government continues to strengthen its border control by streamlining the testing and quarantine protocols for international arriving passengers in all ports of entry in the Philippines. They continue to implement proactive measures and restrictions to slow down the surge in COVID-19 cases, and to stop further spread of any variants.

Fully Vaccinated Individuals
|
- A negative RT-PCR test taken within 72 hours prior to departure from country of origin;
- Three (3) days facility based quarantine facility until the release of negative RT-PCR test taken on the 7th day ;
- Seven (7) days at home quarantine and self-monitoring (date of arrival being the first day).

Notes:
- Foreign nationals shall be required to secure their own pre-booked accommodation for at least four (4) days;
|
Unvaccinated, partially vaccinated, or individuals whose vaccination status cannot be independently verified
|
- A negative RT-PCR test taken within 72 hours prior to departure from country of origin;
- Seven (7) days facility based quarantine facility until the release of negative RT-PCR test taken on the 7th day ;
- Seven (7) days at home quarantine and self-monitoring (date of arrival being the first day).

· Foreign nationals shall be required to secure their own pre-booked accommodation for at least eight (8) days; |
Other information
|
- All passengers, whether Filipinos or foreigners, merely transiting through a non-Green List country/jurisdiction/territory shall not be deemed as having come from or having been to said country/jurisdiction/territory if they stayed in the airport the whole time and were not cleared for entry into such country/jurisdiction/territory by its immigration authorities.
- The Bureau of Quarantine (BOQ) shall ensure strict symptom monitoring while in the facility quarantine. If found positive, he/she shall follow the prescribed isolation protocols. Upon completion of such quarantine, the BOQ shall issue a Quarantine Certificate indicating therein the individual’s vaccination status.
- The Department of Transportation shall ensure that airlines board only passengers who comply with the negative RT-PCR test-before-travel requirement. This notwithstanding, children three (3) years old and below, regardless of country of origin, shall be exempt from the requirement of presenting a negative RT-PCR test result before boarding the flight, unless symptomatic.
- The testing and quarantine protocols of minors shall follow the testing and quarantine protocol of the parent/guardian traveling with them, regardless of the minor’s vaccination status and country of origin

Implementation
