Each year, the Netherlands sets new salary thresholds for inbound immigration.

Impact

The new thresholds will apply to all applications submitted from January 1 2024. Employers seeking to obtain or extend a Highly Skilled Migrant, Inter Company Transferee, or Blue Card starting January 1 2024, must adjust salaries to meet the new thresholds. Non-compliance will result in application rejection.

New threshold details The new salary thresholds, calculated based on a 6.45% indexation rate published by the Dutch government, are as follows. These amounts are gross and do not include holiday pay. They will be effective from January 1 2024:

The salary threshold calculation can include all fixed (gross) monthly allowances. These allowances must be paid structurally and every month. They must also be confirmed in writing, ideally in the employment contract.

Salary payment criteria

The salaries must be paid monthly to the Highly Skilled Migrant/ICT Transferee or Blue Card holder. Payments should be made to a bank account in the foreign national’s name.
