Immigration update : Indonesia | Updated entry points & shorter quarantine period with booster vaccine
The COVID-19 Task Force issued Circular Number 7 of 2022 on Health Protocols for International Travel during COVID-19 Pandemic on 16 February 2022.
Who are affected?
International travellers who want to enter Indonesia.
Impact
Foreign nationals who are allowed to enter Indonesia should meet the following criteria:
1. In accordance with the provisions in the Regulation of the Minister of Law and Human Rights No. 34 of 2021,
2. According to the agreement schemes (bilateral), such as travel corridor arrangement (TCA), or
3. Granted special considerations/permissions in writing from the Ministry/Institution.
Entry points
All international travellers can enter Indonesian territory through the following entry points:
a. Airport:
- Soekarno Hatta, Jakarta
- Juanda, East Java
- Ngurah Rai, Bali
- Hang Nadim, Riau Island
- Raja Haji Fisabilillah, Riau Island
- Sam Ratulangi, North Sulawesi
- Zainuddin Abdul Madjid, West Nusa Tenggara
b. Sea Port:
- Tanjung Benoa, Bali
- Batam, Riau Island
- Tanjung Pinang, Riau Island
- Bintan, Riau Island
- Nunukan, North Kalimantan
c. Cross Border Point:
- Aruk, West Kalimantan
- Entikong, West Kalimantan
- Motaain, East Nusa Tenggara
International traveller who enters the territory of Indonesia through the following entry points can only enter to the territory of Indonesia with the mechanism of the bubble system as regulated in the Circular of the Task Force for Handling COVID-19:
- Zainuddin Abdul Madjid, West Nusa Tenggara
- Tanjung Benoa, Bali
- Batam, Riau Island
- Bintan, Riau Island
Health protocol for international travelers
All international travellers who are entering Indonesia must adhere to the following conditions:
- Comply with the provisions of the health protocol set by the government.
- Show negative RT-PCR test result which sample taken in the country of origin within a maximum duration of 2 x 24 hours before departure upon health checks or attach it on the Indonesian eHAC system on the PeduliLindungi App (it can be downloaded and installed to mobile phone from Play Store or App Store).
- Foreign nationals must show proof (physical and digital) of receiving 2nd COVID-19 vaccine dose written in English, in addition to the language of the country of origin.
- Show cards or certificates (physical and digital) of receiving a complete dose of COVID-19 vaccine which are administered at least 14 days before departure.
The obligation to show proof (physical and digital) of COVID-19 vaccination certificates as requirements for entering Indonesia are excluded to:
- Diplomatic visa holders and work visas related to official visit/state officials at the ministerial level or above and foreign nationals who entered Indonesia with the Travel Corridor Arrangement scheme, according to the principle of reciprocity while implementing a strict health protocol.
- Foreign nationals who have not yet received COVID-19 vaccination and intend to travel domestically and continue with the intention of following international flights out of Indonesia are allowed not to show COVID-19 vaccination proof as long as they are not exiting the airport area during the transit waiting for international flights with requirements as follows:

- They have been permitted by the local port health office to carry out domestic travel with the intention of continuing their flight out of Indonesia; and
- Presenting flight ticket schedules outside Indonesia for direct transit from the city of departure to the international airport in the Republic of Indonesia with the final destination to the destination country.
c. Foreign nationals under 18 years old.
d. International travellers with special health conditions or comorbid diseases that cause travellers cannot receive vaccines, with the requirements of presenting a doctor’s certificate from the State Departure Hospital which states that the concerned person has not been and/or cannot receive COVID-19 vaccination.
In the event of foreign nationals have not received vaccine abroad, they will be vaccinated in the quarantine place upon arrival in Indonesia after a second RT-PCR examination with negative results, with the following conditions:
a. Foreign nationals are 12-17 years old.
b. Diplomatic residence permit and official residence permits holders.
c. Limited residence card holder (ITAS) and permanent residence card holders (ITAP).
Foreign nationals who are already in Indonesia and will travel, both domestically and internationally, are required to be vaccinated through program schemes or mutual cooperation according to the laws and regulation.
Quarantine requirement
1. International travellers will be subjected through an RT-PCR test on arrival and are required to undergo quarantine for:
- 7 x 24 hours for international travellers who have received 1st dose of COVID-19 vaccine.
- 5 x 24 hours for international travellers who have received 2nd dose of COVID-19 vaccine.
- 3 x 24 hours for international travellers who have received 3rd dose of COVID-19 vaccine.
- For international travellers under 18 years of age and requiring special protection, the duration of quarantine follows the provisions imposed on their parents or caregivers/travel companions.
2. In the event that the international travellers are conducting self-funded centralized quarantine, they must show evidence of payment confirmation on booking from accommodation providers while visiting Indonesia.
3. Foreign nationals must undergo a self-funded quarantine in accommodation sites.
4. Quarantine accommodation sites must have been granted recommendation from the COVID-19 Handling Task Force and has fulfilled the terms and conditions of the Indonesian Hotels and Restaurants Association and the ministries in charge of health affairs for Jakarta and surrounding areas or provincial offices in charge of health affairs in the regions.
RT-PCR Test
1. First RT-PCR test is carried out upon arrival in Indonesia.
2. Second RT-PCR is carried out with the following conditions:
- On the 6th day of quarantine for international travellers who are quarantined with a duration of 7 x 24 hours.
- On the 4th day of quarantine for international travellers who carry out quarantine with a duration of 5 x 24 hours.
- On the morning of the 3rd day of quarantine for international travellers who carry out quarantine with a duration of 3 x 24 hours.
- In the event of RT-PCR test show negative results, foreign nationals are allowed to continue the journey and will be recommended to conduct an independent quarantine for 14 days and must follow health protocol.
- In the event of RT-PCR test show positive results:

- Foreign nationals who are asymptomatic or have mild symptoms, shall be isolated in a hotel or centralized isolation facility at the expense of being borne independently.
- Foreign nationals who show moderate or severe symptoms, and/or with uncontrolled comorbidities, shall be isolated in a COVID-19 referral hospital at the expense of being borne independently.
Foreign national for tourism purpose
In addition to the requirements to show proof of receiving the COVID-19 vaccine and the negative results of the RT-PCR test, foreign nationals entering Indonesia with the purpose of tourism must attach:
- Short visas or other entry permits according to applicable legislation,
- Proof of ownership of health insurance with a minimum coverage value of USD 25,000 which includes COVID-19 handling, and
- Proof of booking and payment confirmation (booking)from accommodation providers while settling in Indonesia.
Implementation
Effective from 16 February 2022 until further notice.
