Immigration update: Spain | Quarantine Conditions: All citizens arriving to Spain from other countries
Who will be affected?
All citizens entering in Spain Territory from abroad.
Background
The public health national and international emergency due to COVID-19 has caused that the Spanish Government declared the by Royal Decree 463/2020, of March 14, the state of alarm throughout the national territory in order to face the health crisis, which has been extended four times. To limit the risks derived from international human transit, sanitary surveillance and hygiene control measures must be intensified for all international travellers in order to avoid the appearance of imported cases.
In this sense, Spanish Government has issued various Ministerial Orders that limit the entry into Spain of people coming from abroad, such as Order INT / 396/2020, of May 8, which prolongs controls at internal land borders or Order INT / 356/2020, of April 20, which extends the criteria for the application of a temporary restriction of non-essential travel from third countries to the European Union and associated Schengen countries.
The new Spanish Government Order SND/403/2020 of May 11th, of the Ministry of Internal Affairs, published by the BOE (State Official Gazette) yesterday, 12th of May has established the quarantine conditions to the foreigners arriving to Spain.
Implementation and Duration
Duration: from 15th of May 2020 to the end of the State of Alarm and possibility extensions that could be established. – Currently state of Alarm finishes the following 24th of May 2020.
Impact: People entering to Spain from abroad must quarantine 14 days after their arrival.
During the quarantine period, the people referred to in the previous section must remain at their home or accommodation, and must limit their travel to the following activities:
- Acquisition of food, pharmaceuticals and necessities.
- Assistance to health centres, services and establishments.
- Due to force majeure or a situation of need.
All these movements will be made with a mask.
- They will be obliged to observe all the hygiene and / or prevention measures of the transmission of the disease caused by COVID-19.
Exception
Cross-border workers, carriers and crews, as well as health professionals who are going to carry out their work, provided they have not been in contact with people diagnosed with COVID-19.
Spanish Health Authorities Follow up process
- Spanish Health authorities may contact quarantined persons to monitor them.
- In any case, when symptoms of a suspected case of COVID-19 appear, people in quarantine should contact the health services by telephone, indicating that they are in quarantine because they come from abroad.
Next Steps Following measures (or) Actions Required
The European Union recommend in the official document published on May, 13th to have a general criteria regarding the borders and measures to preserve the health conditions of the citizens, and avoid generalized quarantines. Therefore, we can expect to have future reviews of this new rule that will come into effect next Friday May, 15th. Santa Fe will update about any relevant immigration update arising considering this scenario is continuously changing.
